Rokap! (a Longshot City character)

Rokap the Great. Rokap the Merciless. Rokap the Khan of Witches. Rokap the enormously frustrated.

Rokap is a demonic sorcerer or vice versa. The old stories do not make a clear distinction, nor does he. Every year the Kudiani (witches) of Caucasus would gather at his command, feeding him with human hearts. Thus invigorated he would concoct curses, slanderous omens and cruel plots to unseat the gods themselves.

This went on for uncounted years, but finally even the patience of Heaven was tested beyond capacity, and Rokap was bound in unbreakable chains under a mountain in what is East Georgia today.

Every year Rokap sought to escape, but was foiled by the heroic, the rightly guided, or the plain lucky. Christians, Muslims, and pagans seemed willing to work together to thwart the old devil and his witch minions. The last time Rokap was genuinely active was during the Russo-Persian war. Some even credit him as the instigator, but this is most certainly a poor excuse. Humans need not be tempted to wage war. Rokap did rejoice in the violence before being sent back to his subterranean prison by a ragtag group of heroes, brought together by providence, or at least a very improbable set of circumstances.

While their master slept fitfully, the Kudiani plotted. Rokap was bound by divine will, but if he was no longer Rokap, no such bound could hold him, right? It was an audacious plan, made harder by the dwindling number of witches. Rare materials had to be procured, rituals researched, while avoiding detection from the surrounding world.

Finally, in April of 19xx, Rokap was decanted into his new body. All his malice was contained in a human frame! The gods were quieter now than of old, and little could stand in the way of Rokap’s ascendance. A witch empire. A Witch World!

Except for the fact that Rokap is now a toddler, and the Witch Khan’s wrath are now tantrums of a lesser order. Rokap has a hazy memory of his identity, but it is often deluged by more immediate concerns, like the need for ice cream or going to the bathroom. His power is a shadow of his full capabilities, but his witch-guardians feel sure that he will grow into them. Right?
