31 Days Character Creation Challenge Day 05: Electric Bastionland

On the other side of Dhome, eyeing the fire wistfully behind smoke-colored glasses, sit Rankelay. He and Dhome just finished a very chin-stroking discussion about accelerants. Now however a deep melancholy has settled on him. Rankelay is thinking of Bastion and better days.
In Bastion the law has a loophole for every crime. Legal crime! What a concept. Rankelay's specialty was arson, within the negative spaces around the law's definitions. Rankelay was the third son of six, and his family had been well-respected criminals for generation. From an early age, Rankelay would burn discarded household items on the balcony, and incinerate trespassing pigeons with Molotov cocktails made from his parents empty perfume bottles. Once he tried to set fire to his oldest brother Mangalon, and the spanking he got taught him a valuable lesson. There are Allowed Fires and Forbidden Fires in this world.
As an adult his course seemed clear. With a loan from The Backward Legion he set up a little shop, and he was soon one of the most sought-after arsonists in Bastion (or part of that sprawling metropolis anyway). It was Rankelay who burned down Colonel Sweetie's Taffy Emporium. An algae-removal-related fire is considered force majeure, and the Colonel could retire with a tidy sum.
Unfortunately, Rankelay quickly adopted a lavish lifestyle, beyond even his means as a top professional. Bespoke suits, naked lullaby harpists, rare spirits and mock-rodent throwing in rented suites all meant that when his loan was due, the coffers were empty. In his panic Rankelay made his fatal mistake: an ILLEGAL job for quick money.
Now he's on the run, looking for a big score.
Rankelay is a skinny man in a fine suit. His eyes are hidden behind tinted glasses, and his teeth are crooked. He is a man whose vocation and guiding light has deserted him. As such he is prone to melancholies and wistful daydreaming. Maybe the Backward Legion would forgive him his debt in return for info about this place of modern technology? They do love destroying that sort of stuff.
